Are there any animal shelters in New York, where they allow volunteers aged around 14 to 15 years old?

Wouldn't call it a "high expectation", more of a appointment plan you set up for 2 years later. The best way to find volunteer jobs is to go onto your county's website and looking at the community service area. They should have an organized list that lists age requirement, location, number, work, etc.
