Why is Steny Hoyer worried about decentralized power and the Tea Party?

The tea party is really an extension of the internet. With clips, transcripts, and scandal, there is so much content supporting independent thought, that there is little need for official political parties. Is this really why he is for internet taxation and the fairness doctrine.
