Shouldn't CNG be sold by the pound, to accurately gage your purchase?

Propane is sold in pounds,so,why should CNG be treated any different? When T.Boone Pickens speaks of the "cheap" cost of a "gallon" of natural gas, is he not attempting to blur the actual quantity/cost beyond commonly accepted practices of delivery and receipt,within the weighs and means system?
