I have 2 zebra Finches male and female they have laid 2 eggs but got a problem?

They laid one egg yesterday and one today, successfully but at the bottom of the cage i placed bounty paper to cover the bottom of the cage the male is been trying to carry the paper like taking it inside the cage but he cant its to heavy. I put a little bit of more nesting material and as soon as I was done he had grab it and put it inside the cage? Why does he keeps adding more nesting material inside the cage?????
